30 October 2026 at 07:13

FAISALABAD – Police have registered a case against a driver for allegedly raping an eight-year-old domestic worker in Faisalabad.

According to police, the suspect, who worked as a driver at the same residence as the victims, allegedly assaulted the girl before throwing her onto a neighbour’s rooftop and fleeing the scene.

Police said the victim was shifted to a hospital for medical treatment following the incident.

The accused, who worked as a driver, escaped after the alleged assault, prompting police to launch a search operation to arrest him.

A case has been registered on the complaint of the victim’s mother, and further investigation is underway.

Earlier this month, another disturbing case of sexual assault has been reported as a mosque prayer leader has been accused of sexually abusing students.

The suspect, identified as Ammar Imtiaz, has been taken into custody after Phagwari police received complaint against him. Authorities registered a case and launched an investigation into the allegations, while medical examinations of three children set to help establish evidence.

Police registered FIR No. 145/26 against the suspect at Phagwari Police Station. Seven children have so far been identified as alleged victims, although the allegations remain under investigation.

The suspect allegedly confessed during interrogation to sexually abusing multiple children. However, this claim has not been independently verified, and the allegations have yet to be established through the investigation and legal proceedings.

According to the available information, Imtiaz had been serving as the imam of a local mosque for the past three years. He was also reportedly teaching children to recite the Holy Quran, placing him in a position of trust within the local community.

Police are now investigating the allegations and collecting evidence, including through the planned medical examinations of three children. Further details about the alleged incidents and the children identified in the case are expected to emerge as the investigation progresses.

Electricity consumers may face higher tariff during winter months; here’s why

30 October 2026 at 05:33

ISLAMABAD – Electricity consumers across Pakistan could face a fresh financial burden during the coming winter months, as power tariff is expected to rise significantly between December and February, according to reports.

Reports said fuel price adjustments (FPA) could increase by two to three times during these three months, potentially resulting in higher electricity bills for consumers.

The expected increase has been linked to rising prices of liquefied natural gas (LNG), coal and other fuels, which are pushing up the cost of electricity generation.

Officials said local gas availability for power plants could also become a major challenge during winter, as domestic gas supplies are often insufficient to meet household demand during the colder months.

Meanwhile, lower hydropower generation in winter could force power producers to rely more heavily on expensive fuels to maintain electricity production.

Higher international fuel prices are also expected to contribute to increased fuel price adjustments, adding further pressure on electricity consumers.

Reports added that authorities had previously made efforts to limit the impact of fuel costs through measures that included two-hour load management and other steps to control the financial burden.

However, rising international fuel prices, particularly LNG, have made the outlook for electricity costs more challenging.

Eighteen Years in Power, the PPP Still Owes Karachi Answers

30 October 2026 at 04:26

Spencer Eye Hospital in Lyari has reopened, and patients can get free care through the Karachi Metropolitan Corporation. Nobody sensible begrudges that. But Bilawal Bhutto Zardari did not stop at the hospital. As reported, he declared the new-province question closed, accused federal representatives of spreading hatred in Karachi, and complained of inflation, joblessness and crushing electricity bills. Then he said he would like to see all of Lyari run on solar power.

Read that again. The party that has governed Sindh without a break since 2008 is complaining about Sindh’s state.

The party that wrote the rules

The 18th Amendment of 2010, which the PPP counts among its proudest achievements, made health, municipal services and urban infrastructure provincial subjects. The NFC Award gave provinces a larger share of national resources. The PPP wanted the powers, took the powers and has held them ever since. A party cannot cut the ribbon on that arrangement and then point at Islamabad when it fails to deliver. When water runs short, roads break up and hospitals decay, the first door to knock on is in Karachi.

That is why the “spreading hatred” line sits so badly. Federal politicians may well owe Karachi explanations of their own. But a citizen asking why his city is in this condition is not spreading hatred; he is asking a question. Renaming questions as hostility is politics’ oldest dodge. A government that trusts its record simply answers.

A promise to the courts, answered with a majority

The same amendment inserted Article 140A, which obliges every province to hand political, administrative and financial authority to elected local governments. In February 2022, a three-judge bench of the Supreme Court, headed by Chief Justice Gulzar Ahmed, called it a mandatory obligation. It struck down Sections 74 and 75(1) of the 2013 Sindh Local Government Act, barred the province from starting new projects in the local government domain without the local government’s consent, and ordered that local governments receive their Provincial Finance Commission share with no arrears.

How did the PPP respond? In September, the Sindh Assembly passed the Sindh Local Government Amendment Bill 2026 by majority vote while opposition lawmakers tore up copies of it in protest. The Jamaat-e-Islami said the new law still does not give chairmen adequate powers, and a PTI member accused the provincial government of contempt of a Supreme Court judgment. The opposition fought hardest over the provision the PPP insisted on: keeping sitting mayors and chairmen in office as administrators until fresh elections, which it then pushed through with its numerical majority.

Nobody forced those amendments through. A party with a majority chose to use it, on the exact question the Supreme Court told it to settle in the city’s favour. MQM Pakistan lawmakers have pointed out that the PPP’s own 2008 manifesto promised to devolve local government powers. Eighteen years later, the manifesto is still waiting.

Yes, Karachi has an elected mayor, and he is from the PPP. But a title is not authority. If control over water, solid waste, and the master plan for a city of more than 20 million is reportedly still being bargained over in provincial committee rooms, he looks more like a spokesman than its manager. The party that preaches cooperation should let its own mayor manage.

Full stop on the province, full speed on what?

The Sindh Assembly has placed a full stop on the question of new provinces. Magnificent. Eighteen years of water shortages, broken roads and decaying hospitals, and the one thing this government has ever delivered with perfect speed is a full stop. One wonders what else it might finish if it applied that urgency to the sentences that matter to Karachi, the ones about water, roads and hospitals, which seem to trail off mid-thought every budget season.

And what of the full speed? Mr Bilawal is the frontman of a family that has run Sindh for eighteen years, and his cabinet is a fine collection of gentlemen who have never been seen in a hurry to fix a pipe, yet are never far from signing a contract. Ask anyone at a Karachi tea stall what a Sindh minister’s portfolio really is, and watch them smile. Something about percentages. Something about files that move faster when they are fed. Of course, it is all gossip, and gossip is not evidence, so we would never say it ourselves. Let the ministers prove the tea stalls wrong. Publish every contract award. Publish every audit response. Publish, project by project, what was spent, what was built and who was paid. If the books are as clean as the ribbons are shiny, it will be the easiest press conference of their lives.

Funny how the ministers who can announce a scheme in thirty seconds always need thirty years to show the receipts.

Bills, solar and arithmetic

Electricity tariffs are set federally, and households feel the strain. Neither point is in serious dispute. But the chairman put the remedy in the province’s hands, so the numbers are fair game.

Sindh has announced 275,000 solar systems this fiscal year at about Rs18 billion, with a subsidised financing scheme for middle-income families alongside. As Dawn reported, the chief minister was earlier told that the province has roughly 2.6 million households off the grid. Even if every system reached one of them, the programme would cover about one in ten. Earlier reports describe a typical system as enough for a fan and three bulbs. That matters to a family with no electricity. It does little for a Karachi household staring at a heavy grid bill.

A wish, fifteen months late

The chairman says he wishes to solarise all of Lyari. Yet in July 2025 the provincial energy minister had already inaugurated a “Solar Homes” project there, presented as part of the chairman’s vision of a fully solar-powered Sindh, and a PPP assembly member promised to expand it to other Lyari neighbourhoods in the coming days.

Fifteen months on, the people of Lyari are offered a wish. How many homes are done? Which neighbourhood comes next, and when? A government that can stage an inauguration can publish a progress report, and the public is entitled to one.

The test

Declaring the province question closed does not close the grievances behind it. They concern water, roads, hospitals, bills, and who gets to decide. The PPP can respond. It can give real power to elected local governments, in line with Article 140A and the Supreme Court’s judgment. It can release the local share of provincial funds on time. It can put water, waste and planning under one accountable city authority. It can publish contract awards and solar delivery figures house by house.

Hospitals will keep being restored, and ribbons will keep being cut. But a ribbon is not a ledger, and eighteen years is long enough to be asked for the ledger.

Field Marshal Reaches Tehran during Testing Times

29 October 2026 at 19:52

High-stakes diplomacy was seen. Three Muslim countries flew to Iran. Meetings organised by Turkish, Pakistani, and Saudi Arabian officials with European leaders of the UK, France and Italy last Friday in Istanbul paved the way for Pakistan to take credit for organising this assembly of influentials in Tehran a day before the general elections in Israel. The situation in reality is much more complicated than it appears.

Reportedly, Houthi militia activities inside Saudi Arabia and impending US-Israel combined strikes on Iran were two areas of discussion.  How much time participants give to each issue, and with what attitude and seriousness, remains to be seen.  However, the kinetic happening of the last three weeks between Saudi Arabia and Yemen and its aftermath remained a source of concern for Saudi Arabiaas well as other Mecca pact signatories.

A significant part of the meeting was concerning the Houthi militia’s activities at a time when Saudi Arabian interceptors are down by 91%. Saudi Arabia is under maximum vulnerability and continuous pressure but is operating with a lot of maturity. Why Saudi Arabia is under so much pressure from many directions is by itself a bigger question. One school of thought argues that pressure on KSA is about renegotiating and reconfiguring US military presence, and that the US wants Saudi Arabia to take the initiative.

On the other hand, Saudi Arabia is not only reluctant but has some reservations and sees other alternatives. Not allowing free use of its air space during active war period in the recent past, Mecca pact and military cooperation with Ukraine are few recent steps which speak of Saudi desire for a broad based, multifaceted security umbrella than the US specific shield which she wore for 65 years.

Participation in the meeting, especially by the Saudi defence minister, was exceptionally significant. It has melted the ice where diplomacy has been allowed to stretch its limits and resultantly the situation might evolve differently aftera week or so. Reportedly, Iran has remained stubborn and apparently made very few concessions. Iran’s strategy was very clear. If we are safe, you all are safe, and vice versa. Iran’s body language seemed more prepared to absorb the impending combined strikes than to make any concessions at this point. A window of six strike days is available before celebrating mid-term election results and Netanyahu’s victory in the USA and Israel on 4 Nov.

This is still possible if Iran gets permission to sell its oil in return for opening the Strait of Hormuz.  It might work for Trump at home as a last resort. It will not be a winning situation, but it may avert the disaster of war. Trump’s options, though limited, are still doable. At the same time, the global arena smells bad, as if a strike decision has already been made.  If Iran survives and retaliates, the world will see a kind of recession and events not seen before.

Let’s hope and pray that sense prevails over madness. Peculiar to Pakistan, in the event of a lingering and expanding Middle East conflict, the widening gap between military pressure and negotiated settlement had to be bridged. It’s a diplomatic race led by Field Marshall to prevent a wider Middle East war.  Pakistan has definitely created an opportunity, but timing could not be more critical than where the clock stands today.  All four countries have agreed to continue consultations on regional peace and security, which speaks to the talks’ conclusive nature and is exceptionally encouraging. Ice between Iran and Saudi Arabia is cracking if not yet melting and is likely to pave way for regional security and stability.

The US and the world need to understand how fragile temporary halts are during complicated, consequential issues.  Pakistan and its top leadership are extending diplomatic reach while promoting collective understanding by tying commitments to verifiable outcomes. Lastly, what did Field Marshall actually do in Tehran? The report says he offered a deal to Iranian officials with Donald Trump’s blessing.  It had something for both America and Iran. If approved, Mecca pact and Qatar shall act as guarantors.

Benelli Coming to Pakistan bringing Affordable 600cc Bikes

29 October 2026 at 16:19

KARACHI – For Pakistani riders, owning premium bike has been difficult due to hefty import costs, and rider community is excited for Benelli’s planned move into local assembly that could bring that dream closer, with the prospect of lower prices giving enthusiasts something to watch.

The distributor of Benelli, QJMotor and Moto Morini motorcycles in Pakistan, is preparing to assemble selected motorcycles domestically under a programme scheduled to begin next year. The company announced Benelli’s inclusion, expanding a project that could give Pakistan’s premium motorcycle segment more competitively priced options.

The assembly facility was expected to be ready by December 2026, with the first locally assembled motorcycles rolling out in January 2027. Moto Morini’s Alltrhike 450 adventure motorcycle is expected to lead the programme, followed by a 300cc offering. Benelli’s first locally assembled model and its specific delivery schedule have yet to be clearly confirmed.

For Pakistan’s premium bike market, the price tag will be the decisive factor. Imported motorcycles carry substantial costs, placing many international models beyond the reach of buyers looking to upgrade from smaller commuter bikes.

The distributor is reportedly planning assembly through Completely Knocked Down kits to reduce costs and says it intends to pass the benefit on to customers.

Alltrhike 450 offers an early indication of the potential savings. Its reported imported price of Rs2.6 million could fall to a tentative Rs1.995 million after local assembly. That estimate applies to the Moto Morini model. Revised prices for locally assembled Benelli motorcycles have not been announced.

The imported Benelli range includes TNT 150i, 180S, 302S and TNT 600i. These motorcycles span different price and performance categories, although their inclusion in the local assembly lineup remains unconfirmed. More details are expected on November 2, including clarity on the first Benelli model selected for the programme.

Pakistan again pounds Afghan Taliban Posts after Civilians come under fire in Angoor Adda sector

29 October 2026 at 14:30

WAZIRISTAN – Pakistani security forces again struck Afghan Taliban positions with heavy weapons after firing from across the border targeted residential areas in the Angoor Adda sector, triggering intense exchanges along the frontier.

Local residents called sustained gunfire and shelling, with both sides using light and heavy weapons. Journalists in the area reported that civilian settlements and houses on the Pakistani side were coming under fire.

Pakistan Again Pounds Afghan Taliban Posts After Civilians Come Under Fire In Angoor Adda Sector

Reports from the area said Pakistani retaliatory fire destroyed several Taliban checkpoints. Taliban fighters reportedly abandoned some positions, leaving behind the bodies of their comrades. These battlefield claims could not be independently verified.

The reported fighting follows a deadly confrontation in the same sector on October 27, when a mortar shell allegedly fired from Afghanistan struck a house. Security sources said one civilian was killed and five members of the same family were injured, deepening concern among border communities.

Pakistan’s Ministry of Information and Broadcasting described the October 27 firing and mortar attacks as unprovoked, accusing Afghan Taliban forces of targeting unarmed civilians.

According to the ministry, Pakistani troops responded swiftly, destroying seven Taliban posts and inflicting heavy losses in personnel and equipment. Security sources separately said several Afghan positions were hit during the retaliatory action.

The ministry also rejected statements by Afghan Taliban spokespersons, accusing them of spreading misinformation about the confrontation.

It further alleged that the firing took place at India’s direction and linked it to what it called a pattern of attacks by Indian-backed proxies. No independent evidence supporting that allegation was provided in the supplied material.

China’s $480 Billion AI Bubble Burst raises alarm for Global Tech

29 October 2026 at 14:24

SHANGHAI – China’s massive AI investment frenzy turned into bruising market retreat, wiping out around $480 billion from STAR50’s constituent companies during months-long slide and leaving investors questioning whether the sector’s soaring prices ever matched its earnings potential.

Selling intensified this week as Shanghai’s technology-focused STAR50 index closed at 1,228.09, down 4.27%, reversing the previous session’s recovery. The broader CSI 300 fell 1.03% to 4,041.84. China’s blue-chip CSI 300 had dropped approximately 20% from its June peak, underscoring how the damage had spread beyond speculative technology shares.

Latest market Stats

Index  Latest reading Change
Shanghai STAR50 1,228.09 −4.27%
CSI 300 4,041.84 −1.03%
Shanghai Composite — −0.9%
ChiNext Composite — −3.6%
CSI 5G Communications — −6.1%
Hong Kong Hang Seng — +0.1%
Nasdaq Composite 26,549.85 +0.27%

The fresh dip erased previous respite. STAR50 gained 2.45% on October 28 after losing 4.81% the day before. The $480 billion loss estimate relates to the downturn reported on October 26 and does not represent an updated calculation following recent trading.

Top players suffer heavy losses

Company Reported reversal
Unitree Shares halved after August listing
MetaX Integrated Circuits halved since July
Moore Threads Technology halved since July
Zhongji Innolight 60% below June
Eoptolink Technology 60% below June peak
CXMT Lost over 25%

Unitree’s retail offering attracted subscriptions around 8,000 times the available allocation. MetaX and Moore Threads had surged approximately 700% and 400%, respectively, on their market debuts the previous year, illustrating the speculative enthusiasm that preceded the reversal.

Fresh earnings added to the pressure on Unitree on Thursday. Its shares fell 4.3% in morning trading after its first post-listing quarterly report showed declining net profit despite revenue growth of 70% from a year earlier.

No single shock explains the wider retreat. Expensive valuations, tax considerations and the prospect of restrictions on Chinese equipment in overseas data centres have contributed to investor unease. Optical component suppliers face particular exposure to Washington’s policy decisions, given their substantial overseas business and links to the data centre supply chain.

Despite the earlier correction, STAR50 was still trading around 100 times trailing earnings, compared with nearly 250 times at its peak and approximately 30 times for the Nasdaq 100.

The downturn threatens to complicate Beijing’s effort to channel household savings into technology investment. Falling prices can weaken demand for new listings and make fundraising harder, even as China continues pursuing semiconductor development, domestic AI capabilities and technological self-reliance.

Pakistan’s economy set for recovery, inflation seen at 9.5-10.5% in October: monthly outlook

29 October 2026 at 13:25

ISLAMABAD – The Finance Ministry has released its monthly Economic Update and Outlook report, which expects an economic recovery this fiscal year. Improved agricultural output could support the economy, and inflation is projected to stay between 9.5 and 10.5 percent in October.

According to the report, Pakistan is expected to see an economic recovery during fiscal year 2026-27. Better crop yields are expected to raise rural incomes and business activity. Inflation in October 2026 is likely to remain between 9.5 and 10.5 percent, and its future path will depend on global energy prices and food supply.

The report said improvements in the tax system and energy savings would help sustain economic growth, and that reforms of state-owned enterprises are expected to strengthen the economy. The food processing industry will benefit from higher agricultural output, while increased construction activity is expected to boost economic activity. Production is likely to rise in a few large industries, and machinery imports are expected to expand the country’s productive capacity.

Remittances from abroad and services exports are likely to grow. Higher remittances will support national income and foreign exchange reserves, and strong reserves are already supporting the economy. The government is focused on raising tax collection and keeping expenditure under control.

The report stressed the need to continue measures to support vulnerable and low-income groups. It described the budget surplus as a positive development for economic stability. It also noted that the improvement in industrial output is uneven, with performance varying across sectors. Inflation declined in September.
