Britain’s New Budget Exposes the Economic Cost of War and the Limits of Fiscal Flexibility

28 October 2026 at 20:12

Chancellor John Healey has unveiled emergency household support, higher taxes on banks and new defence commitments as the Middle East conflict puts renewed pressure on Britain’s economy. Behind the immediate relief measures lies a difficult calculation over growth, public spending and national security.

Britain’s government has attempted to reconcile rising energy prices, constrained public finances and growing defence obligations in a Budget that illustrates how international conflicts are reshaping domestic economic policy.

Presenting his first Budget on 28 October, Chancellor of the Exchequer John Healey announced a £100 energy payment for millions of households, an extension of electricity VAT relief and additional measures intended to support businesses facing rising operating costs.

The package comes as Prime Minister Andy Burnham’s administration confronts the economic consequences of the conflict in the Middle East, alongside continuing financial commitments arising from Russia’s war against Ukraine.

The central difficulty is that Britain must simultaneously protect household purchasing power, support economic growth and finance a more expensive security environment, without allowing government borrowing to expand beyond its fiscal targets.

Energy prices dictate economic policy

The most immediate measures concern energy.

Under the Treasury’s Budget proposals, up to 20 million households in England occupying properties in Council Tax bands A to D will receive a £100 payment from January 2027.

The government has allocated £2.6 billion for the programme, including corresponding funding arrangements for the devolved administrations.

The temporary reduction in VAT on domestic electricity will also remain in place until July 2027, a measure expected to reduce the annual Ofgem price cap by approximately £50 in April.

Meanwhile, the Chancellor announced plans to remove standing charges from domestic gas bills, transferring fixed costs into consumption-based charges.

Although the government estimates that the change could benefit a majority of households, its distributional effects will depend on individual consumption. Lower gas users may benefit differently from households with substantial heating requirements.

The measures demonstrate how energy prices have become a direct constraint on fiscal policymaking.

Britain’s exposure to internationally traded gas means that disruptions originating outside Europe can quickly influence domestic prices, regardless of the source of individual energy supplies.

Banks and businesses face different treatment

Rather than introduce broad increases in personal taxation, the government has chosen targeted revenue measures.

The Bank Corporation Tax Surcharge will temporarily increase from 3 to 6 per cent between January 2027 and March 2028, helping finance household energy support.

The government has also announced changes to gambling taxation intended to fund assistance for smaller businesses in retail, hospitality and leisure.

Fuel duty will remain frozen until July 2027, extending a policy intended to limit motoring and transport costs.

These decisions reflect competing pressures.

Households and smaller businesses require relief from higher costs, while the Treasury must demonstrate that its spending commitments remain consistent with fiscal discipline.

The distribution of the tax burden is therefore becoming an important political question, particularly when the government is simultaneously seeking private investment to stimulate growth.

Growth forecasts reveal limited room for manoeuvre

The latest forecasts from the Office for Budget Responsibility offer little prospect of rapid economic expansion.

According to figures published alongside the Budget, British GDP is expected to grow by 1.2 per cent in 2026 and just 1 per cent in 2027.

Inflation is forecast to peak at 3.8 per cent in the first quarter of 2027 before gradually returning towards the Bank of England’s 2 per cent target.

The Chancellor’s fiscal headroom — the margin available before the government’s borrowing rules would be breached — has narrowed to approximately £15 billion in 2029–30.

This creates an unusually difficult environment for policymaking.

Further economic disruption could reduce tax receipts or increase spending demands, leaving the Treasury with limited capacity to respond without revising its plans.

Defence spending enters the fiscal equation

The Budget also places national security increasingly within the government’s wider industrial strategy.

Britain remains committed to reaching defence spending equivalent to 3.5 per cent of GDP by 2035, with an interim target of 3 per cent in 2030.

The government has announced plans for the National Wealth Fund and British Business Bank to deploy up to £5 billion over four years into defence, dual-use technologies and other sectors supporting national security.

It has also committed an additional £500 million to support Ukrainian air defences during the coming winter.

These measures extend beyond immediate military procurement.

They seek to strengthen domestic industrial capacity, encourage private investment and establish supply chains capable of sustaining higher defence expenditure.

However, the precise financing arrangements for Britain’s longer-term NATO commitments are to be determined at the next spending review.

A European problem without a common fiscal solution

Britain’s predicament closely resembles that confronting European Union governments.

Across Europe, policymakers are attempting to finance defence modernisation and energy security while maintaining social expenditure and industrial competitiveness.

The difference lies partly in the institutional frameworks within which those decisions are made.

EU governments operate under European fiscal rules, while Britain sets its own borrowing and debt targets. Nevertheless, all face the same underlying pressures from energy markets, interest rates and international security commitments.

For British businesses trading with the European Union, the effects of energy costs and industrial investment policies on either side of the Channel will remain particularly significant.

The October Budget consequently represents more than an exercise in temporary household assistance.

It exposes the difficulty of sustaining public services, improving competitiveness and responding to geopolitical instability when economic growth is modest and available fiscal resources are limited.

Whether the measures provide lasting relief will depend less on the immediate payments announced by the Chancellor than on the course of energy prices, inflation and economic growth over the coming year.

Budget 2026: Healey hikes taxes on banks and landlords to fund £100 handouts to 20m households

Few surprises as chancellor uses low-key speech blaming ‘global economic storms’ for stoking energy prices and cost of living crisis

John Healey raised taxes on banks and landlords to fund a £100 winter handout for 20 million families as official forecasts made clear there is no end in sight for the cost of living crisis.

In his first budget, the chancellor blamed “global economic storms” for the grim outlook, as the war in Iran drives up oil and gas prices.

‘A pretty grim picture’: outlook for UK living standards slashed despite Healey’s budget

OBR cautions about Middle East war dragging down growth and triggering a fresh cost of living crisis

British households face a “pretty grim picture” for living standards as the war in the Middle East drags down growth and triggers a fresh cost of living crisis, the government’s independent forecaster has said.

In a report as John Healey announced his first budget, the Office for Budget Responsibility (OBR) issued a sharp downgrade for growth in 2027, household disposable incomes and the public finances despite the measures taken by the chancellor.

Budget 2026: John Healey offers £100 payments to households to help navigate ‘global economic storms’

Payment to 20m homes part of package to help cut energy bills and ease cost-of-living crisis, paid for by smaller than expected bank windfall tax

John Healey promised to steer Britain through “global economic storms,” as he announced a package of measures to cut consumers’ energy bills, funded by a smaller-than-expected windfall tax on banks.

In his first budget, the chancellor said 20m households in council tax bands A to D would receive a £100 payment – a measure he said would cost £2.6bn.

The Chancellor’s 6p Per Day Supermarket Bill Saving Will Make All the Difference

28 October 2026 at 13:00

The economy may be going to hell in a handcart, but at least John Healey has cut 6p from the daily supermarket bill. That will make all the difference to beleaguered households, says Alexander McKibbin.

The post The Chancellor’s 6p Per Day Supermarket Bill Saving Will Make All the Difference appeared first on The Daily Sceptic.

Budget 2026: key points at a glance

John Healey is announcing his financial update – here are the main points, with political analysis

John Healey starts by saying that his budget is “delivered at a time when global uncertainties and pressures are swirling worldwide and hitting people here at home”.

Healey says he will meet the fiscal rule that day to day spending must be covered by tax receipts and the investment rule that government debt, defined as public sector net financial liabilities, must be falling as a percentage of GDP in the third year of the forecast.

The government will have £15bn of headroom in 2029-30 and £20bn in 2030-31, according to the Office for Budget Responsibility, the government’s forecaster.

Government borrowing will be 4.2% of GDP this year, 3.4% next year, then 2.9% and 2.1% 1.8% by 2030-31, the OBR says.

Predictions of slowing growth were wrong, Healey says. The OBR says GDP will grow by 1.2% this year, 1% next year, 1.6% in 2028, 1.8% in 2029, 1.7% in 2030, 1.6% in 2031. In March the OBR had predicted GDP growth of 1.1% in 2026, rising to 1.6% in 2027 and 2028, and dropping to 1.5% in 2029 and 2030.

Government debt is forecast to be 83.2% of GDP this year, 83.8% next year, and then falling to 83.1%, 82.3% and 81.7% in the following years.

Budget 2026: £100 energy payment for millions and rise in bank tax as watchdog warns on stalling living standards – as it happened

OBR says that living standards are forecast to rise by just 1% over the whole post-Covid decade

Martin Lewis said that, when he met John Healey this morning, the chancellor said that, having removed standing charges from gas bills, he would also like to get rid of them from electricity bills. Lewis said:

The chancellor said he will be talking to Ofgem about how they get rid of the charge on electricity as well, but that is ‘trickier’ apparently and will take longer.

Healey poised to overturn cut to cash Isa allowance in first budget

Chancellor’s predecessor Rachel Reeves had planned to reduce allowance from £20,000 to £12,000 a year from April

John Healey is to use his first budget to ditch plans to slash the annual cash Isa allowance, the Guardian understands, preferring a carrot rather than a stick to encourage people to invest more in shares.

City experts welcomed news that the chancellor will overturn a decision by his predecessor, Rachel Reeves, to cut the allowance from £20,000 to £12,000 a year from April to get more money flowing into UK company stocks.

John Healey is abolishing standing charges on gas bills for 23m homes in a move he says will end an “unfair and outdated” practice and save two-thirds of households an average of £45 a year.

Ahead of his first budget statement in the Commons later on Wednesday, the chancellor said he would ask Ofgem, the energy regulator for Great Britain, to remove these charges – which are £108 a year for the typical household – next year or as soon as possible after.

Wednesday briefing: We asked you - what do you want from the Burnham government’s first budget?

28 October 2026 at 06:43

In today’s newsletter: First Edition readers and people struggling with the cost of living tell us what the government could do to improve their lives

Good morning. Don’t expect anything radical. This, the Treasury has been at pains to tell us, will be a very “low-key” budget. After weeks of speculation from journalists, a flurry of press releases from thinktanks, and a photoshoot with an obligatory red box, the chancellor, John Healey, will announce the details of the Burnham government’s first budget in the Commons today at 12:30pm.

Healey has been selling this as a series of measures designed to relieve pressure on low- and middle-income households under the mangled tagline of “breathing space for today, fresh hope for the future”. Many of the proposals have already been briefed, and their modesty is a sign of the constraints – both real and self-imposed – that his government faces. He has rejected calls to raise capital gains tax or lower the mansion tax and has promised to stick to Labour’s fiscal rules, while the Iran war has increased the cost of borrowing and eroded his spending power.

Israeli elections | Israel could be in for weeks of political haggling after exit polls and partial official results showed neither Benjamin Netanyahu’s coalition nor the opposition bloc led by former general Gadi Eisenkot had won enough seats to form a government.

Energy | The government’s plan to fund a multibillion-pound nuclear plant at the Sizewell site in Suffolk represents a “terrible deal” for the UK taxpayer over the rest of the century, according to the government’s spending watchdog.

Middle East | A multipronged peace deal to reopen the strait of Hormuz within four days of sanctions being lifted and for the Houthis to withdraw substantial forces inside Yemen are at the heart of Gulf states’ plans to avert what they regard as a disastrous renewal of war between Iran and the US.

UK news | A 78-year-old volunteer has claimed a Reform UK councillor accused her of “facilitating the invasion” and being akin to a Nazi collaborator during the second world war because she has helped asylum seekers learn English.

Brazil | The far-right senator Flávio Bolsonaro has reportedly fled Brazil and is on his way to the United States after losing Sunday’s presidential election to the leftwing incumbent, Luiz Inácio Lula da Silva.

Chancellor targets cost of living crisis in budget for a ‘difficult moment’

Healey hopes to give ‘hope for the future’ but only modest policies are expected with important decisions deferred

John Healey has acknowledged the UK faces a “difficult moment” but insisted he would put the country on a better path as he delivers his first budget on Wednesday against a turbulent global economic backdrop.

But despite the international uncertainty, the chancellor will signal “fresh hope for the future” as he attempts to sound a more optimistic note, by providing households with breathing space from rising cost of living pressures.

  • People magazine has awarded 38 men the coveted title of Sexiest Man Alive.
  • Mel Gibson was the first to receive the title in 1985. Noah Wyle currently holds the crown.
  • Brad Pitt, George Clooney, Johnny Depp, and Richard Gere have each been selected twice.

Noah Wyle has been named the Sexiest Man Alive by People magazine.

People published its inaugural Sexiest Man Alive issue in 1985. Since then, 38 different men have received the title, with four of them being named Sexiest Man Alive twice.

The vast majority of the men on this list are white actors; only five men of color have been selected for People's famous cover. They're joined by a few musicians, one star athlete, and one Kennedy.

Continue reading for a list of every man who's received the title, listed in reverse chronological order.

Noah Wyle rose to fame as Dr. John Carter in NBC's medical drama "ER," alongside former Sexiest Man Alive cover star George Clooney.

Wyle was nominated for outstanding supporting actor in a drama series at the Emmys several times in the 1990s, though he never won.

Two decades later, Wyle returned to the world of medical dramas as Dr. Michael "Robby" Robinavitch in HBO Max's "The Pitt" — and finally won his first Emmy for outstanding lead actor in 2025. He also won for outstanding drama series as an executive producer.

Wyle, 55, continued his winning streak into 2026, taking home a second consecutive best actor Emmy and the title of Sexiest Man Alive.

"You get into this because you are a natural observer. Then that privacy is immediately taken from you if you get any notoriety," Wyle told People of his acting career. "It could be a hard thing to reconcile. It took me a long time. 'The Pitt' gives me the opportunity to do it differently than I did the first time — with a little bit more presence and a little bit more composure."

2025: Jonathan Bailey

Jonathan Bailey was an award-winning theater actor when he rose to global stardom as Lord Anthony in Netflix's Regency romance series "Bridgerton."

Bailey has since received an Emmy nomination for his role in the Showtime series "Fellow Travelers," made his big-screen debut in the 2024 musical hit "Wicked," and landed a leading role in the 2025 summer blockbuster "Jurassic World: Rebirth."

Bailey received the Sexiest Man Alive title ahead of the premiere of "Wicked: For Good," in which he reprises his role as Prince Fiyero. He is the first out gay man to grace People's most famous cover.

"It's a huge honor. Obviously, I'm incredibly flattered. And it's completely absurd," Bailey told People.

"When I was really young, I was very confident about who I was, and maybe I lost that as I grew up," he continued. "We're all sort of trying to get back to the origin, aren't we? But I was swimming in the sea about an hour ago with a good gang, and I felt all right in my skin."

John Krasinski rose to prominence as Jim Halpert on NBC's hit sitcom "The Office," which wrapped its nine-season run in 2013.

Three years later, Krasinski transitioned from supporting roles in rom-coms like "It's Complicated" and "Something Borrowed" to the leading man in Amazon's action series "Jack Ryan."

Krasinski also made his name as a director with 2018's "A Quiet Place," in which he co-starred with his real-life wife, Emily Blunt. The horror movie's rare box-office success led to a sequel in 2020 and a prequel in 2024 starring Lupita Nyong'o.

"I had to pitch the studio like 54 times before they said yes," Krasinski told People. "I'm pretty sure someone said, 'Sorry, is Jim from 'The Office' going to direct this?' And I went, 'Oh, it's John, but we'll get there.'"

2023: Patrick Dempsey

Patrick Dempsey starred as Derek Shepherd, aka "McDreamy," for 11 seasons on "Grey's Anatomy." The role drew a passionate following, including many supporters of his character's will-they-won't-they relationship with Meredith Grey, played by Ellen Pompeo.

Although Dempsey had been featured in People's Sexiest Man Alive issue several times before, he didn't take the crown until 2023, eight years after he left the hit show.

"I'm glad it's happening at this point in my life," he told People of the honor. "It's nice to have the recognition, and certainly my ego takes a little bump, but it gives me the platform to use it for something positive."

The actor founded The Dempsey Center to make comprehensive cancer treatment more accessible. He has also starred in beloved movies like "Sweet Home Alabama," "Enchanted," and its 2022 sequel "Disenchanted."

2022: Chris Evans

Chris Evans is best known for playing Captain America in the MCU, although he officially hung up his shield following "Avengers: Endgame" in 2019.

He has also starred in celebrated films like "Scott Pilgrim vs. the World," "Snowpiercer," and "Knives Out."

"This whole thing is tough to be interviewed about. It feels like a weird form of humble bragging," Evans told People of the honor.

"My mom will be so happy," he added. "She's proud of everything I do but this is something she can really brag about."

2021: Paul Rudd

Paul Rudd's breakthrough role came in 1995, starring opposite Alicia Silverstone in the popular coming-of-age drama "Clueless."

He rose through Hollywood primarily as a comedic actor, starring in films like "Wet Hot American Summer," "Knocked Up," and "Anchorman." He also portrayed prominent recurring characters in beloved TV shows "Friends" and "Parks and Recreation."

More recently, Rudd is widely known for his role as Ant-Man in the MCU, as well as the critically acclaimed Netflix original series "Living With Yourself."

The 52-year-old actor said his wife was "stupefied" when he received People's coveted crown.

"I'm hoping now that I'll finally be invited to some of those sexy dinners with Clooney and Pitt and B Jordan," he told the magazine. "And I figure I'll be on a lot more yachts. I'm excited to expand my yachting life."

He continued: "And I'll probably try to get better at brooding in really soft light. I like to ponder. I think this is going to help me become more inward and mysterious. And I'm looking forward to that."

Michael B. Jordan is the fifth man of color to receive People's honor.

He first rose to fame playing quarterback Vince Howard on NBC's "Friday Night Lights," but his Hollywood breakthrough came in 2013, when he starred in Ryan Coogler's directorial debut, "Fruitvale Station."

That same year, at the age of 26, he was featured in People's first annual Ones to Watch portfolio.

He has since starred in major blockbuster films, including the 2015 "Rocky" sequel "Creed" and the MCU's 2018 masterpiece "Black Panther."

Jordan has also made a name for himself as a passionate activist for racial equality, marching in Black Lives Matter protests during the summer of 2020.

At 33, he described his Sexiest Man Alive title as "a cool feeling."

"When my grandmother was alive, it was something that she collected, and then my mom naturally reads it a lot and my aunts as well," he told People. "This is one that they're definitely going to have a special place for."

2019: John Legend

John Legend is only the fourth man of color to be chosen and the third-ever musician — all three of whom have starred as coaches on NBC's "The Voice."

At the time of his crowning, the "All Of Me" singer had released five critically acclaimed R&B albums, two of which had been certified platinum. His Sexiest Man Alive title came shortly after the release of "A Legendary Christmas Deluxe," the deluxe edition of his sixth studio album and first Christmas album.

Legend's wife, Chrissy Teigen, had an extremely on-brand reaction to her husband's announcement: "all downhill from here," she tweeted.

"She's proud of me," Legend told his fellow coaches on "The Voice." "You know, she makes fun of me almost all the time, but she hasn't even been snarky about this. She's like legit proud of me. I finally impressed my wife!"

Idris Elba became the third man of color to be given the honor. He rose to fame for his role as Baltimore drug kingpin Stringer Bell on HBO's "The Wire" in the early 2000s.

The actor also appeared in multiple Marvel Cinematic Universe films as the keeper of the Asgardian bridge, Heimdall. There has even been a fan-fueled campaign to crown him as the next James Bond.

"I was like, 'Come on, no way. Really?'" Elba told People about being named Sexiest Man Alive. "Looked in the mirror, I checked myself out. I was like, 'Yeah, you are kind of sexy today.' But to be honest, it was just a nice feeling. It was a nice surprise — an ego boost for sure."

2017: Blake Shelton

Blake Shelton is the second musician ever to be given People's highest honor.

Shelton's selection, however, did not go over well.

One person quipped: "I don't think he's even the sexiest man named Blake Shelton."

Still, Shelton's love life hasn't seemed to suffer since he received the Sexiest Man moniker. He and singer Gwen Stefani wed in 2021.

Maroon 5 frontman Adam Levine became the first musician and second non-actor — out of only five total — to grace People's Sexiest Man Alive cover.

Levine made headlines in 2022 after Instagram model Sumner Stroh came forward and said that she'd had an affair with the singer. Stroh said that Levine, in fact, had asked her if he could name his next child with wife Behati Prinsloo "Sumner."

Levine denied having an affair with Stroh but admitted that he had "crossed the line."

Prinsloo and Levine welcomed their third child in January 2023.
