UK allies have long urged people to stockpile supplies for a crisis. How are people from France to Australia being advised to prepare?
The UK has told people to fill their pantries with food for three days in case of catastrophe, joining a host of countries urging citizens to ready themselves for core systems failing.
Such advice, once dismissed as the preserve of preppers, has become more common in government circles as climate breakdown worsens weather extremes and geopolitical tensions turn cyber-attacks and sabotage into a regular occurrence.

One month after Washington, D.C., celebrated America's 250th anniversary, it marked a more ignominious milestone: a full year since President Donald Trump deployed thousands of National Guard soldiers to the capital.
The approximately 4,600 National Guard members have been an unavoidable presence in D.C., wandering the National Mall and downtown streets in groups of three or four, or standing idly in Metro stations chatting. Occasionally, they're tasked with picking up trash at parks. Tourists take selfies with them by the now-fenced-off Lafayette Square in front of the White House.
They're not going anywhere. The Trump administration is moving forward with plans to acquire up to 2,000 housing units to support long-term National Guard deployments. The Department of Defense has estimated that extending the mission from October 2026 through to the end of the Trump administration in January 2029 will cost about $1.4 billion.
According to the Trump administration, all of this has been necessary to transform D.C. "from a crime-ridden city into a safe and beautiful haven for residents and visitors alike."
Crime in D.C. is down 20 percent from 2025, according to the Metropolitan Police Department, but an August Reuters investigation found National Guard soldiers were involved in only a tiny fraction of arrests in the safer parts of the city, mostly for minor offenses such as shoplifting and turnstile jumping. Crime has been dropping nationwide, a trend that started before Trump took office and includes cities that aren't occupied by federal law enforcement and soldiers.
Even if the Guard presence has contributed to a drop in crime, it's a civil liberties nightmare. It puts untrained military in the role of policing civilians. It usurps local police departments that are ostensibly answerable to the communities they police, and it normalizes the deployment of military forces domestically—a red line for a free society.
"There's a deep irony that here we are in the capital of the free world, and our president is treating it like a police state," Scott Michelman, legal director of the ACLU of the District of Columbia, told PBS in August. "D.C. residents have lived with our National Guard troops in our neighborhoods for about a year, despite the absence of any genuine emergency and really any reason for them to be here."
Last November, a federal court preliminarily ruled that the deployment was illegal. However, an appeals court allowed the Trump administration to keep troops deployed in D.C. while it considers the administration's appeal of that ruling.
The appeals court decision is absurd. The appellate panel is fully aware that every day the case drags on is another day that D.C. residents are being subjected to a potentially illegal military occupation, and another day that taxpayers will foot the bill for a wasteful fit of presidential hubris.
The damages are compounding. The first anniversary of Trump's deployment of National Guard soldiers to D.C. should be the last.

European Commission calls accommodation website’s approach to fraudulent listings and phishing scams as ‘absolutely substandard’
EU regulators have opened an investigation into Booking.com, alleging that the accommodation website has not done enough to protect consumers from fake listings and scams.
The European Commission, which regulates the world’s biggest tech companies operating in the EU, said Booking.com may have breached the EU’s Digital Services Act (DSA) with its “absolutely substandard” approach to tackling fraudulent listings and phishing scams, where criminals impersonate a third party to trick people to hand over money.

German Federal Police recorded 98,026 crimes at train stations and on trains in the first half of 2026, with foreign nationals substantially overrepresented among identified suspects in violent, property and sexual offenses relative to their share of the population. In the crime of sexual offenses, foreigners represented 53 percent of suspects.
The figures, provided by the Interior Ministry in response to a parliamentary inquiry from the Alternative for Germany (AfD) group, exclude high-volume offenses such as fare evasion. They include roughly 14,000 violent crimes, 1,104 sexual offenses, about 24,000 property crimes, approximately 16,000 cases of property damage, nearly 4,500 drug offenses, and 796 weapons offenses, according to German newspaper Berliner Zeitung.
For sexual offenses, 53 percent of known suspects were non-German, with Syrians, Poles and Afghans again ranking highest.

"Since the attack, he wakes up every night screaming." An African migrant randomly attacked a 14-year-old German boy inside Freiburg’s central train station and tried to gouge out his eye. The victim’s father, Roland H., also believes the attacker may have tried to carve a swastika into the boy’s cheek. The suspect has already been released by police. Leon had just stepped off a train from Heilbronn on Sept. 9 and was waiting on a staircase for his father, 54-year-old Roland H., when an Ethiopian man punched him in the face without warning. The blow knocked Leon’s head against a stone step and left him dazed. The attacker then bent over him, reached for his eye and shouted, "I’ll kill you!" A cafe owner, 46-year-old Pino R., said he saw the assault and intervened. "I saw the boy sitting by the stairs. At that moment, I saw and heard the perpetrator running towards the boy shouting: ‘I’ll kill you,"’ Pino R. told Bild newspaper. He added, "Then, the man reached for the boy’s eye and threatened to tear out his eyeball. Then, I jumped on the attacker and pulled him down." Only then, Pino R. said, did he see that the man was holding a carpet knife. He called staff for help and alerted police. Roland H. arrived shortly afterward and found his injured son on the stairs. Leon was taken to a hospital with injuries to his face and eye. The father said that the injury on Leon’s cheek looks remarkably like a swastika, raising questions about whether the Ethiopian migrant tried to carve the symbol in the boy’s face. "Thank God he missed the eye when he tried to grab it," Roland H. said. "I am so grateful to Pino. He saved my son’s life." Officers found pepper spray and a utility knife in the suspect’s pants pocket. The suspect allegedly told police he had mistaken the boy for someone else. Leon remains in pain and is taking painkillers. He is also receiving psychiatric treatment following the random attack. "He is now very introverted and has said he will never take the train again," his father said. "Since the attack, he wakes up every night screaming." Follow: @RMXnews
Among suspects of known nationality in violent crimes, 5,596 were German citizens and 4,631 were non-German, meaning foreign nationals accounted for about 45 percent of identified suspects. The most frequent non-German nationalities were Syrian (581), Polish (575), Ukrainian (439) and Afghan (351).
In property crimes, non-Germans made up 56.4 percent of known suspects, ,948 versus 5,283 Germans, led by Poles, Ukrainians and Romanians.
Foreign nationals make up roughly 15 percent of Germany’s population of about 83 million, according to federal statistics. The share of non-German suspects in these categories is therefore several times higher than their population proportion.

A German bus comes to a halt after a Black male spits on a train window and then exposes himself to passengers (cameraman turns away just in time). The incident occurred in the city of Ulm in southwestern Germany. This is what Europeans have to deal with on public transport now.
Similar overrepresentation has appeared in prior years’ data for stations and trains, including elevated rates in knife-related and sexual offenses.
In 44 cases of people being pushed onto the tracks, 16 of the 25 suspects with known nationality were foreign nationals. Knife attacks totaled 141 at stations and 54 on trains. Attacks on Federal Police officers and railway staff also featured notable shares of non-German suspects among those identified.
The stations with the highest overall crime counts included Cologne Central Station (2,664), Hamburg (2,662) and Frankfurt (2,226). For violent crimes, Leipzig recorded the most (397), followed by Hanover and Frankfurt.

"Please stop touching me… You’re touching me and I don’t want that." A migrant male sexually assaults a young woman on a German train, while criticizing her piercing, saying it is for prostitutes who "do everything. Sucking, swallowing." German public transport in 2026. https://t.co/NUjcBhtuMS
AfD lawmaker Martin Hess called the numbers a “security policy declaration of bankruptcy” by the government, highlighting the prominence of Syrian suspects in violence and sexual offenses and arguing that stations and trains were being turned into areas of fear.
It is important to note that for all German suspects, there is no information available out their migration background. In many cases, it has been discovered through the analysis of first names of these suspects that at least half of them have foreign names, such as in the category of gang rape.

A migrant was awarded with German citizenship after stabbing this German comedian 5 times inside the Bremen central train station. Nikita Miller expressed disbelief that the migrant who nearly killed him received German citizenship. Not only that, but he was released on the same night of the stabbing by the judge. "Nothing has been done so far. The perpetrator was released the same night with the statement: ‘He no longer poses any danger.’" Miller told the court that he only survived because he successfully fought back during the random attack. However, during the 20 second fight, Miller suffered 5 serious stab wounds, including a head stab wound that was 15 cm (6 inches) long and required 12 stitches. The justice system argued that since the migrant did not kill Miller, he could not be charged with attempted murder and had his charge dropped to bodily harm. The most incredible aspect of the case may be that Miller told German news outlet Express that the suspect was granted German citizenship despite the stabbing attack. The suspect’s nationality has never been released. Since the incident, Miller has moved from Cologne to Norway, citing safety concerns in Germany and his struggle with the justice system. He psychologically dealt with the knife attack through therapy, but could not stand the thought of something happening to his family. "I thought, if something happens to my wife or my family and I have to struggle with this justice system again, I won’t survive it a second time. And then I said, ‘We have to move.’"

JUST IN: This is how the fire at Limoges city hall started. Antifa and migrant youth are present, many of them unmasked. The police have already made one arrest of a far-left extremist known to police. Follow: @RMXnews https://t.co/keDdSd0MAS
The video, which was released by news outlet Le Populaire du Centre, shows a crowd gathering in Place Jacques Chirac made up mainly of Antifa and various youths, many with a clear migration background. The demonstration ended at 5:48 p.m. and a crowd then moved onto the square in front of the city hall. The video shows graffiti reading “ACAB” is visible on the main doors.
Many of the individuals are wearing hoods or masks typical of black-bloc attire, but a significant number, including possible suspects, are unmasked. Shortly after the video begins, intense flames are seen bursting from the building’s windows and upper floors.
According to police, a group of masked individuals smashed windows, entered the 1883 neo-Renaissance landmark, and set fires while staff and others were still inside, leading to the collapse of the roof and clock tower.

Prefect Maurice Barate called it a deliberate “heritage catastrophe” by hooligans. Mayor Guillaume Guérin has repeatedly blamed ultra-left militants who infiltrated the larger protest of about 5,000 people, saying the action appeared organized and prepared.
The mayor also gave a tour of the devastated building, stating he refused to call the arsonists vandals or thugs. Instead, he called them “terrorists.”

"Il faut que tout le monde voie ces images". Guillaume Guérin, maire de Limoges, nous fait une visite de son Hôtel de Ville sous les décombres. Je me refuse désormais à nommer ces gens-là d’émeutiers ou de casseurs. Ce sont des terroristes. https://t.co/4KgClYxFsl
On the morning of Oct. 20, RAID officers arrested a 34-year-old man identified in French media as Hodei Ciarra Docampo in Val-d’Issoire, roughly 50 kilometers away. He is described as a known ultra-left activist already on France’s “S File” security watchlist, with a prior record of violence against police and involvement in radical environmental groups.
Authorities say video and image evidence helped identify him as a suspect in the arson, however, he is believed to be just one of several suspects. The mayor has called him likely the “brain” of the operation. The investigation, for destruction of property by dangerous means in an organized group, involves the anti-terrorism sub-directorate. Earlier, 17 people linked to the broader unrest in Limoges had been taken into custody.
Reconstruction of the heavily damaged city hall is expected to be costly, and the state has indicated it will assist. As of Oct. 21, the main suspect remains in extended custody while the inquiry continues.
