Cuba smentisce le accuse infondate dell'ambasciatore USA all'ONU

Russia replaces Ukrainians with Russian settlers in occupied Kherson Oblast; only 10–20% of pre-war population remains, Ukraine says

Ukraine’s military intelligence estimates that only 10–20% of the prewar population may remain in the Russian-occupied left bank of Kherson Oblast, accusing Moscow of forcing Ukrainians from their homes while relocating Russian citizens to the area.

Russia’s efforts to displace Ukrainians and bring Russian citizens into occupied Kherson Oblast are part of Moscow’s broader campaign to consolidate control over occupied territory, impose Russian institutions, and erode Ukrainian national identity. Similar practices have been documented in other occupied Ukrainian territories, including the resettlement of Russians into homes in Mariupol and efforts to replace Ukrainian education with Russian curricula.

The Main Intelligence Directorate of Ukraine’s Defense Ministry (HUR) said Russia was creating intolerable living conditions for Ukrainian residents and unlawfully seizing private property to displace them. The agency said Moscow was simultaneously using financial incentives to recruit Russian teachers, doctors, and other professionals to work in occupied areas.

Russia brings in Russian workers as Ukrainians are pushed out

Before Russia’s full-scale invasion in February 2022, around 500,000 people lived on the left bank of Kherson Oblast, according to HUR. The agency estimates that only 10–20% of that population may remain.

Moscow is using state-backed recruitment programs, including “Zemsky Teacher,” “Zemsky Doctor,” “Zemsky Feldsher,” “Zemsky Cultural Worker,” and “Zemsky Coach,” to attract Russian citizens to occupied Ukrainian territory, HUR said.

Under these programs, Russian teachers and doctors who agree to work in occupied areas are offered one-time payments of 2 million rubles, while junior medical staff can receive 1 million rubles. The incentives also include higher salaries and other benefits, with contracts lasting at least five years.

HUR said hundreds of Russian teachers and doctors had already been brought to occupied Ukrainian territories from regions across Russia, including Krasnodar, Khabarovsk, Stavropol, and Perm Krais, as well as Rostov, Kursk, and Leningrad oblasts.

According to Ukrainian intelligence, Russian medical personnel are needed primarily to serve occupying forces, while Russian teachers are being brought in to undermine Ukrainian children’s national identity.

Ukraine accuses Russia of war crimes and genocidal practices

HUR said Russia’s efforts to displace Ukrainian residents and bring in Russian citizens bore signs of war crimes and genocidal practices against the Ukrainian population.

The agency’s allegations concern both the coercive removal of Ukrainians from occupied territory and the replacement of local residents with people brought from Russia. Ukrainian authorities say these policies are part of Moscow’s broader effort to consolidate control over occupied Ukrainian land and impose Russian identity and institutions.

Kherson Oblast faces displacement, attacks, and a humanitarian crisis

Russian forces occupied much of Kherson Oblast in the early months of the full-scale invasion in 2022. Ukrainian forces liberated the oblast’s right-bank areas, including the regional capital, in November that year, but Russia continues to occupy the left bank of the Dnipro River.

Russian forces regularly attack Ukrainian-controlled areas of Kherson Oblast with artillery and drones, killing and injuring civilians. Ukrainians have described repeated drone attacks on civilians as a “human safari.” In May 2025, a UN commission of inquiry concluded that Russian forces’ repeated drone attacks on civilians along the Dnipro’s right bank amounted to crimes against humanity of murder.

The occupied town of Oleshky, on the left bank, has also faced severe shortages of food, medicine, and medical care amid restrictions on movement and continued fighting.

Oleshky, Kherson Oblast, has been under Russian occupation since 2022, following Russia’s capture of the city during the initial phase of its full-scale invasion of Ukraine.

Thousands are starving in occupied Oleshky. People have no food, no way out, and Russian forces bomb incoming aid

Russia’s occupation has also exposed residents of Kherson Oblast to major humanitarian disasters. The destruction of the Kakhovka Dam in June 2023 flooded settlements along the Dnipro, including Russian-occupied communities on the left bank, damaging homes and forcing residents to flee. Russian forces’ restrictions on access and evacuation further endangered civilians in the affected areas.

While Russia occupies the left bank of Kherson Oblast, its forces continue to target civilians on the Ukrainian-controlled right bank. Across the oblast, residents face the consequences of Russia’s invasion, from forced displacement and property seizures under occupation to deadly drone and artillery attacks.

US stresses conditions for wartime OPCON transfer amid Korea's push to set target year

The U.S. administration has reiterated that it intends to transfer wartime operational control (OPCON) to Korea "when the agreed conditions have been met," amid Seoul's push to set a target year for the handover. "The United States intends to transfer wartime operational control to Korea when the agreed conditions have been met, which will ensure the safety and security of the people of Korea and U.S. forces stationed there," a U.S. administration official told Yonhap News Agency via email on Monday. The remarks came in response to a Yonhap inquiry regarding Korean Defense Minister Kang Shin-chul's comments that Seoul and Washington were coordinating on setting a target year for the OPCON transfer. "The United States policy on wartime operational control has been consistent for decades," the U.S. official added. Pioneer to outsider: Lucentblock CEO fights for survival in Korea's STO market

An unprecedented investment boom swept the country during the COVID-19 pandemic, fueled by abundant liquidity. Amid the frenzy, a new investment method known as "fractional investing" quickly gained traction. The emerging industry attracted a wave of entrepreneurs who helped shape its standards and practices. Among them was Lucentblock CEO Huh Se-young. His platform allowed investors to buy and sell fractional stakes in properties worth tens of billions of won. Since launching the business in 2018, he has attracted 500,000 customers and raised approximately 30 billion won ($22.65 million) through the platform. While many players exited the industry amid an investment slump and regulatory intervention, Huh stayed the course. He has seen three presidents and six finance ministers come and go. Korea chases global top 100, but world's leading universities take different paths

SINGAPORE, LONDON, SEOUL — Breaking into the world’s top 100 has become a common ambition among Korean universities. However, the world’s leading university ranking agencies have a surprising response for institutions chasing higher positions: Stop chasing the rankings. "The dog should wag the tail, the tail should not wag the dog," said Phil Baty, chief global affairs officer at Times Higher Education (THE), cautioning universities against allowing rankings to dictate their priorities. "Rankings should inform university strategy and decision-making, not drive them." Ben Sowter, senior vice president at QS, raised a similar concern, warning that universities risk losing their competitive edge if they all pursue similar strategies. “The important thing is that you build a really nuanced strategy where you don’t have a whole group of universities trying to do exactly the same thing as each other,” he said. “In that context you end up competing with yourselves rather than necessarily distinguishing yourselves internationally.” Global university rankings are evolving to reflect

Projections show no clear winner in Israel's election

Israelis turned out in record numbers for their first election since the Oct. 7 attacks and the war in Gaza. Projections show opposition parties won more seats than the coalition led by Prime Minister Netanyahu, potentially setting the stage for a change in government. But Netanyahu's opponents do not have enough seats to form a majority, leading to weeks of negotiations. Nick Schifrin reports.

27 October 2026 at 22:50

New report maps widespread criminal presence across six Amazonian countries

27 October 2026 at 22:47
New mapping by Amazon Underworld finds that criminal networks or armed groups operate in nearly three-fifths of Amazon municipalities across the six countries surveyed, which include Bolivia, Brazil, Colombia, Ecuador, Peru and Venezuela. Of the 1,310 municipalities examined, researchers found illicit actors in 768 of them, or 59%. Colombia had the highest proportion of affected municipalities (98%), followed by Venezuela (82%), Brazil and Ecuador (59% each), Peru (34%) and Bolivia (31%). The report also identifies increasingly interconnected criminal operations crossing international boundaries, such as Brazil’s Comando Vermelho, which is now present in almost 500 municipalities, including in Bolivia and Peru. Eight armed groups are present in 99 municipalities in the Colombian Amazon. About 78% of the country’s rural population, nearly 10 million people, “live under the influence of at least” one non-state armed group, according to Humanitarian Action. “One of our main concerns is how organized crime instrumentalizes local communities,” report author Bram Ebus, founder of Amazon Underworld and International Crisis Group consultant, told Mongabay over WhatsApp messages. “Groups extort them. They also use them, often under coercion, as human shields to protect illicit economies and obstruct state interventions. This leaves communities exposed to violent repression by state forces as well.” According to the report, gold has overtaken cocaine as the Amazon’s most lucrative criminal industry. “This shift has accelerated environmental destruction through deforestation and mercury contamination,” Ebus said. As rival groups battle for territorial control, local populations, especially Indigenous communities, bear the brunt of escalating violence. Ebus said such…This article was originally published on Mongabay

27 October 2026 at 22:43
