ICE arrests of Dominicans in Puerto Rico spark outrage and reignite calls for independence

Masked Immigration and Customs Enforcement (ICE) agents carrying long guns swept through working-class neighborhoods in San Juan, Puerto Rico between October 22-25. About a dozen workers, largely Dominican immigrants, were reportedly detained from Río Piedras, Capetillo, Villa Palmeras, Villa Capri, and Barrio Obrero. Local leaders and community members have expressed outrage over the ICE deployment to the island. Protests have also broken out, demanding ICE out of Puerto Rico and elevating calls for independence from the United States.

During the operations, federal agents claimed that they were detaining criminals, but locals say they were all hard working people, many with families.

Elected officials speak out against ICE deployment

The Dominican Republic sits about 50 miles from Puerto Rico. Dating back to the pre-Colombian era, the Caribbean has always been closely linked by migration and maritime mobility. There has never been a time where the islands existed in isolation.

That might help explain why immigration arrests and deportations are being met with such deep rejection.

Puerto Rico’s Senate opposition spokesman, Luis Javier Hernández Ortiz and the mayor of San Juan, Miguel Romero have all condemned the ICE raids.

Romero ordered the municipal police to not assist federal agents with any ICE operations. The island’s American Civil Liberties Union (ACLU) branch also condemned the raids and characterized the operations as a pattern of violence and intimidation.

“We strongly reject the massive deployment of ICE agents who, in a threatening manner and armed with long guns, continue occupying the streets,” said Annette Martínez Orabona, executive director of the ACLU of PR, in a statement.

ICE had no judicial warrant for anyone they arrested, said the legal director of ACLU of PR, Fermín L. Arraiza-Havas, speaking to El Grito Media.

Local officials blame the island government’s alleged “voluntary handover” of data for making the sweeping operations possible.

Puerto Rican government collaborates with ICE

The ACLU of PR says the Puerto Rican government gave ICE the personal information of thousands of immigrant drivers, in violation of a 2013 confidentiality law. The information was handed over by Transportation Secretary Edwin González and Governor of Puerto Rico Jenniffer González-Colón.

“The laws in Puerto Rico protected that information,” said ACLU’s Arraiza-Havas to El Grito Media.

In a statement provided to The San Juan Daily Star, ACLU’s Martínez Orabona accused the governor of facilitating the federal immigration raids by “providing residential addresses and confidential information belonging to more than 6,000 immigrants residing in Puerto Rico.”

“Both the federal and state governments are responsible for the escalation of violence that we are seeing from ICE,” Martínez Orabona said.

The ACLU of PR held a press conference on October 15, where they made public the mass data sharing between the Puerto Rican government and ICE.

Border czar Tom Homan then visited Puerto Rico on Oct 21-22 to review immigration enforcement efforts and operational challenges, according to The Washington Post.

ICE raids began the next day.

Locals confront federal agents as raids sweep Dominican neighborhoods

Various videos have circulated online, where community members can be seen surrounding ICE vehicles and confronting agents, most of whom spoke English, as they arrested individuals. One restaurant worker reportedly refused to let agents enter as they tried to follow a man they claimed was a criminal. The agents eventually left.

ICE agents can also be seen in various videos threatening community defenders with pepper spray and tasers for legally recording their operations, as community members yell “Don’t touch me!” and “They’re taking hard working people from here, what a shame!”

In at least one account, a Puerto Rican citizen (all Puerto Ricans are US citizens by birth) was stopped by a group of ICE agents who demanded his ID.

The arrests have raised questions about racial profiling, citizen’s rights, as well as questions about the political direction of Puerto Rico.

Colonialism or independence?

Protests broke out in the neighborhoods targeted by ICE on Monday, October 26. The Fire Ants of Rio Piedras led a march, holding a banner that read “Heat for ICE Not for My Community” and “ICE Out!” Large groups of children and youth participated in the march.

In a statement, the Feminist Collective PR, also part of the protests, said, “We reject this pathetic, collaborationist government that loves to bend its knees to Washington in exchange for nothing.”

They argued that the same government that collaborates with the feds to hand over their Caribbean brothers and working people is also selling off the country piece by piece to foreigners coming to displace the Puerto Rican people. The group asserted that the foreigners that need to be removed are not Dominicans, but people like the Reuben Brothers – two British billionaires developing a multi-billion dollar resort and residential megaproject on the southwest coast.

“The US has no moral integrity to stand on to come tell us here who can be our neighbors and who can’t.”

Mounting resistance has also brought the call for Puerto Rican independence back into the spotlight.

“ICE raids in Puerto Rico are colonial terrorism,” said Boricuas Unidos en la Diáspora, in a statement released on X.

The group declared that ICE activity is part of the colonial status quo. The only two political options from here are: statehood, which they argue would only strengthen and perpetuate US federal control over Puerto Rico, and independence.

“If you don’t want ICE roaming the streets of Puerto Rico, you have to support our nation’s independence,” the group said.

“It’s that simple.”

Israel’s elections: all roads lead to genocide

Israelis headed to voting centers on Tuesday, October 27, in legislative elections to choose the members of the parliament, known as the Knesset.

The event marks Israel’s first general election since the October 7 attacks, which Netanyahu’s government expanded into a multi-front regional war.

Who is competing in the elections?

For many, these elections serve as a direct referendum on Prime Minister Benjamin Netanyahu and the far-right bloc he heads.

The Pro-Netanyahu Bloc

This bloc comprises the National Liberal Party (Likud) led by Netanyahu, the Religious Zionist Party (HaTzionut HaDatit) led by current Finance Minister Bezalel Smotrich, and Jewish Power Party (Otzma Yehudit) led by National Security Minister Itamar Ben-Gvir.

The coalition advocates for the consolidation of Israeli rule throughout the occupied Palestinian territories, explicitly rejects the possibility of Palestinian statehood, promotes the expansion of settlements and the implementation of hardline security measures against Palestinians. It also calls for disavowing the Oslo Accords, and the total disarmament of Hamas.

The anti-Netanyahu bloc

The primary competitor to Netanyahu and his coalition is the bloc led by Gadi Eisenkot, a former military chief of the Israeli forces. It represents a center-right to center-left opposition when it comes to Israeli internal affairs, but of course not to Palestinians and their destiny.

Eisenkot is the architect of the “Dahiya Doctrine,” an Israeli military strategy that calls for applying massive, disproportionate firepower and the widespread destruction of civilian infrastructure in order to create long-term deterrence, and discourage the local population from supporting any force resisting Israel.

He was also a member of Netanyahu’s war cabinet for the first eight months of Israel’s genocide in Gaza.

Eisenkot’s bloc includes the Yashar Party, led by Eisenkot, and the Together alliance (Beyachad), led by former prime minister Naftali Bennett. It also includes The Democrats (HaDemokratim) – a merger of the Labor and Meretz parties – led by Yair Golan, a retired IDF Major General.

Israel Is Our Home Party (Yisrael Beiteinu) led by Avigdor Liberman, is also part of Eisenkot’s coalition.

Liberman, who formerly held ministerial portfolios in the Israeli government as minister of finance, defense, foreign affairs, strategic affairs, transportation, and national infrastructure alongside being a deputy prime minister, is known for his hawkish stances towards Palestinians.

Defending the use of live ammunition by Israeli forces against Palestinian demonstrators during the 2018 Gaza border protests (known as the Great March of Return), Liberman stated:

“There are no innocents in Gaza.”

Although the components of this coalition are united by their goal to oust Netanyahu, they remain deeply aligned with their political rival’s traditional right-wing stance regarding the Palestinian cause.

The coalition opposes the creation of an independent Palestinian state, while supporting the ongoing military operations in the Gaza Strip, the West Bank and other parts of West Asia, and maintaining existing settlement frameworks.

Some of the coalition’s affiliated parties further encourage separating Israeli and Palestinian populations, and retaining complete Israeli security control over strategic areas such as the Jordan Valley. They also demand the full demilitarization of any future Palestinian entity.

Others call for the dismantling of the Palestinian Authority, the annexation of Area C in the West Bank, and the entrenchment of discriminatory policies against Arab citizens in Israel.

The Arab-led lists

The Arab-led lists represent the minority of Palestinian citizens in Israel (also known as Arab-Israelis), a community that makes up roughly 21% of Israel’s total population, estimated at 10.3 million.

Even though both lists fight for the same minority group’s rights, they hold opposing views on the goals, values, and strategy needed to represent them effectively.

While representing a minority, these lists hold a critical and often polarizing role in Israeli elections, as they frequently act as a critical balance of power that strongly determines whether a governing coalition can be formed.

These lists include the Joint List and the United Arab List.

The Joint List

The Joint List consists of:

  • The Democratic Front for Peace and Equality (Hadash) led by Yousef Jabareen, a prominent Palestinian legal scholar, academic, and politician.
  • The Arab Movement for Renewal (Ta’al) led by Dr. Ahmad Tibi, a prominent Palestinian politician, who has served as a member of Knesset since 1999.
  • The National Democratic Alliance (Balad) led by a prominent Palestinian politician and historian Sami Abu Shehadeh.

The coalition  advocates for Palestinian self-determination and civil rights, for an end to the Israeli occupation, and for the establishment of an independent Palestinian state along the 1967 borders with Jerusalem as its capital.

It also demands full legal equality and state recognition for Palestinian Arab citizens as an indigenous national minority, and calls for immediate government and law enforcement intervention to curb the increase in organized crime in Arab municipalities.

Structural reforms to secure building rights, expand municipal boundaries, and stop punitive home demolitions are top priorities on the Joint List’s agenda.

The United Arab List

The United Arab List (Ra’am) is an Islamist and conservative political party led by Mansour Abbas, a prominent Palestinian politician, whose party was the first independent Arab-Muslim faction to join an Israeli government.

Unlike traditional Arab political lists, Ra’am demonstrates a willingness to ally with Jewish political parties in government. It uses a pragmatic, integration-focused strategy to gain political influence and enhance the socioeconomic wellbeing of Arab-Israeli citizens.

Ra’am prioritizes the immediate domestic needs of Arab communities inside Israel, such as fighting local organized crime, improving public infrastructure, securing budgets, and resolving housing issues.

Netanyahu is alarmed by surging Arab voter turnout

Media reports indicated that Arab citizens voted in numbers not seen in decades, which in turn pushed Netanyahu to launch an urgent social media campaign, warning of the growing participation of Arabs.

Urging his supporters to go out and vote, Netanyahu appeared in a video, accusing Ra’am of bribing voters with envelopes of cash in the southern areas occupied by Israel.

“My brothers and sisters, Likud voters, this is an emergency call, because they are trying to steal the election from us. This morning, the police announced something serious and unusual. They caught three of Ra’am’s senior financial figures with envelopes of cash in the south. This is criminal. They will get to everyone. You have been warned, the voter turnout in the Arab sector in the south is incomparably higher than in the Jewish sector. You must go out and vote,” Netanyahu said.

He also claimed that left-wing women escorted Arab women to the polls.

Shortly before polls closed at 10:00 pm local time, the final reported voter turnout reached 74.3%, the highest in decades, with exit polls showing no clear winner, and pointing to a political deadlock.

It is expected that the final tally and initial results will be published between Thursday afternoon, October 29, and Friday morning, October 30, while the official results will be announced on November 4, 2026.

All roads lead to genocide, no matter which bloc wins

While many are looking forward to the loss of Netanyahu’s bloc in the elections, hoping that a new government will be less brutal against Palestinians and people across the West Asia region, analysts suggest that Eisenkot’s bloc adopts the same Zionist ethnic cleansing-based ideology.

In an interview with BreakThrough News, Israeli-American author, activist and founder of Palestine House of Freedom Miko Peled argued that there are no differences between the two competing blocs when it comes to issues like Israel’s war on Iran, the mass killing in Gaza, forcing Palestinians to flee the besieged enclave. Meanwhile, disputes on the internal Israeli issues – mainly the draft of ultra-orthodox jews in the military and initiating an independent inquiry into the failure of the army and intelligence on the October 7 attacks – remain serious.

France Moves to Make Protesters Pay for Riot Damage as Senate Tightens Public Order Laws

French senators have approved legislation that could expose participants in violent demonstrations to compensation claims of up to €10,000, including individuals who did not personally damage property. The proposal has reopened a dispute over public order, collective responsibility and the right to protest.

France’s Senate has approved controversial legislation designed to recover the costs of damage caused during violent demonstrations, extending potential financial liability beyond those who personally committed acts of vandalism.

The bill, adopted in the early hours of 28 October by 229 votes to 105, would allow the authorities to pursue compensation from certain participants in gatherings where destruction or violence occurred.

Its provisions include a potential liability of up to €10,000 per person and mechanisms for recovering compensation through deductions from certain social benefits.

The legislation, widely described in France as the casseurs-payeurs bill, reflects growing political pressure to respond to property destruction accompanying demonstrations and public gatherings.

However, it also raises legal questions about the circumstances in which individuals may be held financially responsible for damage they did not personally cause.

The bill must still be considered by the National Assembly before it can become law.

From individual responsibility to collective liability

Under existing arrangements, the French state can be required to compensate victims for certain damage resulting from gatherings or public disorder.

Authorities may subsequently seek reimbursement from individuals legally responsible for that damage.

The proposed legislation would expand the circumstances in which compensation could be recovered.

According to the French Senate’s official explanation, liability could extend to people who participated in a violent group or remained in a gathering despite police orders to disperse, when they could not reasonably have been unaware that violence or destruction was taking place.

An individual would not necessarily have to be identified as the person who broke a window, damaged a vehicle or destroyed public property.

Instead, participation in a gathering meeting the relevant legal conditions could provide a basis for civil liability.

The distinction is central to the controversy.

The proposed €10,000 ceiling concerns financial compensation rather than a new criminal fine imposed automatically on demonstrators.

Nevertheless, opponents argue that expanding civil responsibility beyond direct perpetrators could undermine the principle that liability should reflect an individual’s own conduct.

A response to repeated unrest

The government introduced the legislation in September against a background of public disorder associated with demonstrations and sporting celebrations.

Violence following Paris Saint-Germain’s Champions League victory in May contributed to demands for stronger mechanisms to recover the costs of destruction.

Subsequent disturbances during demonstrations on 17 October added urgency to the debate.

The Senate’s conservative and centrist majority supported the bill, while left-wing lawmakers opposed important elements of the proposed system.

Interior Minister Laurent Nuñez defended the principle that those involved in destruction should contribute to the cost of repairs.

Supporters maintain that criminal penalties alone do not adequately compensate shopkeepers, residents and public authorities faced with substantial financial losses.

They also argue that taxpayers should not automatically bear the costs of damage attributable to individuals involved in violent gatherings.

The disagreement therefore extends beyond criminal punishment to the distribution of financial responsibility after public disorder.

Social benefits become part of the debate

One of the most disputed provisions concerns the recovery of compensation from people with insufficient resources to pay.

As approved by the Senate, the legislation would permit deductions from certain social benefits, including housing assistance and family allowances.

Senators also extended the proposed mechanism to the revenu de solidarité active, or RSA, the minimum-income benefit available to eligible low-income individuals.

Supporters of the measure argue that financial responsibility should not disappear simply because an individual lacks conventional assets or income.

The proposed arrangements would nevertheless have to leave recipients with a minimum amount for living expenses.

Opposition lawmakers have questioned whether deductions from family-related benefits could impose financial consequences on relatives who had no involvement in the original incident.

This is particularly relevant where parents’ social payments could be affected by damage attributed to their children.

The debate therefore concerns both the enforceability of compensation claims and the possibility that recovery measures could affect entire households.

The constitutional question

France’s legal framework recognises freedom of expression and the right to demonstrate, subject to restrictions established by law.

It also permits the authorities to impose obligations and penalties on individuals involved in unlawful conduct.

The issue raised by the proposed legislation is where the boundary between these principles should be drawn.

A system requiring direct evidence of property destruction presents different legal questions from one imposing liability based on participation in a wider gathering.

The latter arrangement would require careful assessment of the individual’s conduct, awareness of violence and opportunity to leave.

Opponents fear that demonstrators could face substantial financial exposure even without personally committing vandalism.

Supporters respond that the legislation is directed at participation in violent disorder, rather than peaceful protest itself.

Any final legislation could face scrutiny over proportionality, equality before the law and the protection of constitutional freedoms.

An uncertain passage through parliament

The Senate vote represents an important stage, but not the completion of the legislative process.

The National Assembly remains politically divided, making the final form of the proposal uncertain.

Deputies could amend the conditions for civil liability, the compensation ceiling or the provisions concerning social benefits.

The government’s ability to secure sufficient parliamentary support will determine whether the measures survive intact.

The legislation illustrates an increasingly difficult issue in French politics: how to ensure compensation for victims of public disorder without extending legal liability so broadly that participation in demonstrations becomes a substantial financial risk.

The answer will depend on the precise safeguards contained in the final text and how courts would be required to apply them.

U.S. Eyes F-16 Revival With Blackbeard Hypersonic Missile as Air Force Continues its Stealth Push

As the US targets a 60% stealth force by 2035, the F-16 Fighting Falcon, the US Air Force’s combat-proven workhorse, is quietly seeing a revival.

Lockheed Martin, the F-16’s manufacturer, has hundreds of export orders in its backlog for the upgraded F-16 Viper variant; it is pitching a new variant, the F-16G, to the USAF and could arm it with hypersonic missiles.

Notably, the single-engine F-16 first flew in the 1970s. Lockheed Martin’s recent “F-16 Fast Facts” states that roughly 2,800 F-16s are operating in 29 countries.

Even as the USAF moves toward an overwhelming stealth force, the F-16 is refusing to quietly fade into oblivion, and Lockheed Martin expects the fighter jet to bring the company hundreds of new orders and another round of growth.

Hypersonic Missiles

When it comes to air-launched hypersonic missiles, Russia may have established a lead.

In the war in Ukraine, Russia demonstrated that it can launch hypersonic missiles, primarily the Kh-47M2 Kinzhal from the MiG-31 and R-37M from the Su-35 and Su-57.

However, many Western analysts question whether both missiles, the Kh-47M2 Kinzhal and R-37M, qualify as hypersonic missiles.

According to CSIS’s The Missile Threat, the Kh-47M2 Kinzhal is a nuclear-capable, Russian air-launched ballistic missile, likely derived from Russia’s ground-launched 9K720 Iskander-M. The missile follows a ballistic or quasi-ballistic flight path rather than operating as a scramjet cruise missile or a maneuvering hypersonic glide vehicle.

However, because the missile can reach speeds up to Mach 10, it may qualify as a hypersonic missile. Due to its limited maneuverability, Ukraine’s Patriot AD systems have intercepted the Kh-47M2 Kinzhal on multiple occasions.

kinzhal
Downed Kinzhal Missile

The US was trailing in the hypersonic race, but is currently testing four air-launched hypersonic missiles: the ARRW (Air-Launched Rapid Response Weapon), HACM (Hypersonic Attack Cruise Missile), Mako, and Blackbeard, with multiple aircraft, including the F-15EX, F/A-18 Super Hornet, F-35 & F-22.

The Blackbeard hypersonic missile, a low-cost, air-launched hypersonic weapon developed by American defense contractor Castelion for the US Navy and Air Force, has already been tested with the F/A-18E/F Super Hornet and can also be launched from ground-based HIMARS.

However, Castelion is now also trying to pair the hypersonic missile with the F-16.

Hypersonic Missiles for F-16s?

On October 26, Castelion announced it has received a contract modification under its existing work with the Air Force Research Laboratory (AFRL) to begin integrating its Blackbeard hypersonic weapon onto the F-16 Fighting Falcon.

Notably, Castelion has so far been a Navy and Army story in the US, working to integrate the missile into the US Navy’s carrier-capable F/A-18E/F Super Hornets and the US Army’s HIMARS.

If the F-16 integration succeeds, it will bring the Blackbeard hypersonic missile to the USAF fleet as well.

Blackbeard for F-16. Credits Castelion.

Castelion has not disclosed the contract’s financial terms with AFRL or when the F-16 might first carry or fire the weapon.

According to US Navy plans for the Blackbeard program, a single F/A-18E/F is designed to carry up to four of these long-range hypersonic weapons. Since the F-16 and F/A-18E/F have broadly similar payload capacity, a single F-16 is expected to carry four Blackbeard hypersonic missiles.

Blackbeard is designed to fly above Mach 5 while maneuvering, making it far harder to intercept than a weapon on a predictable ballistic path.

Additionally, because Blackbeard is designed as a relatively low-cost, mass-produced hypersonic weapon, integrating it with the USAF’s workhorse F-16 is a very different proposition from pairing the far more expensive ARRW or HACM missiles with the F-15EX, F-35, and F-22.

Procurement plans for fiscal years 2028–2031 call for acquiring more than 4,000 Blackbeard missiles.

Meanwhile, earlier this month, the USAF submitted its 2035 force structure plan to Congress, noting that the F-16 will remain an important component of the USAF over the next decade.

F-16’s  Role in the USAF During the Next Decade

Under the plan, the USAF will field 1,509 manned, combat-coded fighter aircraft by 2035, roughly 60 percent of which will be stealth platforms. The 60% stealth force will include 40% F-35As and 20% F-22 Raptors and F-47s. The remaining 40% of the fleet will be split evenly between the F-15EX and F-16 jets.

This means that by 2035, the USAF could still maintain nearly 300 F-16 fighters. The actual number of F-16 aircraft would be even higher if you also count the trainers and test aircraft.

The report, titled “Long-Term USAF Fighter Force Structure,” also mentions that the USAF is open to acquiring an entirely new fighter to reach its goal of 1,509 fighters by 2035.

“Accordingly, the USAF is also evaluating additional recapitalization options, including a new capacity fighter, increased reliance on CCAs, and developing air-to-air capabilities on bombers,” the report said.

As EurAsian Times reported last week, the new fighter could be Lockheed Martin’s upgraded F-16, termed F-16G.

Commenting on the USAF force-structure plan, Lt. Gen. David Tabor, deputy chief of staff for plans and programs, said the USAF is considering the F-16G variant but doesn’t have to decide “immediately.”

“We’re not in a position where that decision has to be made immediately.”

He said the decision likely won’t be made in the 2028 budgeting process, but perhaps in the years that follow. “There is a spectrum of capability that we might want to replace the F-16s with,” he said.

“It’s not urgent, frankly. What we don’t want to get to is a point where it is urgent, and we haven’t done the homework and decided ‘hey, this is really the right place to be.’ We do have time to churn through that and make sure that we have a good option going forward.”

One advantage to buying more F-16s is that “it’s practically a ready-made aircraft,” Tabor said.

The U.S. already has an established F-16 production line in Greenville, South Carolina. So, ordering new F-16s wouldn’t require establishing a new production line or reviving a dormant one.

The EurAsian Times has previously reported that the USAF has been considering procuring the F-16G variant for nearly a year; however, no decision has been made yet, and as Tabor clarified in his media briefing on October 20, the decision is not urgent and can wait until 2028.

Lockheed Martin is also exporting the Block 70/72 variant to foreign customers and upgrading legacy F-16 fleets to the Viper standard. Taiwan, for instance, upgraded 139 of its existing F-16A/B Block 20 fighters to the F-16V standard and ordered 66 new F-16V fighters.

The F-16 has already received Northrop Grumman’s AN/APG-83 SABR AESA radar.

Lockheed Martin claims this upgraded radar, with electronic beam steering, high-resolution SAR mapping, improved jamming resistance, simultaneous air-to-air and air-to-ground modes, and the ability to track multiple targets at longer ranges, gives the F-16 fifth-generation radar capabilities.

New F-16 variants have also integrated the Lockheed Martin Sniper® Advanced Targeting Pod and the Legion-ES™ IRST system, which increase pilot situational awareness.

The newer F-16 variants are also certified for a very wide range of modern weapons, such as AIM-120D AMRAAM, AIM-9X, JASSM, JSOW, JDAM variants, and SDB, and use Link 16, which provides enhanced situational awareness and enables real-time command, control, and tactical data exchange among military aircraft, ships, and ground forces.

Overall, while the newer F-16 shares the same airframe, advanced sensors, computing, radar, and a new weapons package make it much more potent and lethal than the older F-16C/D variants. However, integrating an economical hypersonic missile on the F-16 could be a true game-changer, keeping the fighter relevant for years to come.

Castanha, cogumelos e cabrito à mesa na Mostra Gastronómica

VTM

VTM

VTM
